As part of the NIA, DOE will evaluate the impact on consumers of each product category including lifecycle cost savings and simple payback periods ("PBP"). DOE will employ the Government Regulatory Impact Model, with an adaptation for microwavable ovens to determine the industry's net present value (NPV).

The impact on manufacturers will be evaluated also, and DOE will use a modified version of the Industry Cash Flow model adapted to this particular product type to calculate the manufacturing NPV. DOE will also examine the impacts of these plans on small-scale businesses as well as other manufacturing subgroups to determine those that may be disproportionately affected.

Additionally, DOE will consider whether the tests for microwave ovens should be revised to include active mode energy usage and an integrated active mode energy use metric. At present, the tests only include standby mode power consumption.
